New LDAO Discussion Brief

Learning Disability Identification, Assessment Access, and Support Pathways in Ontario

Too often, psychoeducational assessments are treated as the destination. Students need a clearer pathway from early concern to understanding, support, and follow-up.

LDAO’s new discussion brief explores learning disability identification, psychoeducational/psychological assessment access, and support pathways in Ontario.

The brief highlights that assessment access remains a critical concern, but the issue is not assessment access alone. Supporting students with learning disabilities, ADHD, and related learning needs requires better-connected pathways that include early recognition of concern, learner understanding, instructional response, consultation, assessment when needed, family communication, student self-understanding, support planning, and ongoing follow-up.

The brief is intended as a constructive reference point for continued dialogue, system reflection, evidence gathering, and possible next steps.

In this discussion brief:

  • Assessment access and equity:
Explore why assessment wait times, private assessment access, family navigation, and student visibility remain important equity concerns.
  • Pathway thinking:
Consider what needs to happen before, during, and after assessment so students are understood and supported earlier.
  • Screening, consultation, and professional judgment:
Examine how screening, classroom evidence, instructional response, consultation, and assessment decisions can be better connected.
  • Student and family experience:
Reflect on family communication, student self-understanding, self-advocacy, transition, and follow-up over time.
  • Educator and system capacity:
Consider the time, staffing, professional learning, and implementation conditions needed to make strengthened pathways practical and equitable.
